Job Purpose
The Regional People Operations Senior Officer, reporting to the Regional People Partner, is responsible for delivering delegated HR services across the personnel lifecycle, focusing on efficiency and quality through data and technology. This role acts as the primary escalation point from country offices to the regional office for HR and people issues. Key functions include reviewing and analyzing cases for compliance with HR policies and regulatory frameworks, escalating exceptions, and generating data-driven insights to support reliable advice for regional and country leadership. The role is instrumental in ensuring HR practices effectively support UNOPS' mandate and operational goals.
Responsibilities
Manage the regional HR ticketing system, ensuring timely resolution, escalation, and closure of HR cases, including terms of reference, job classifications, contract terminations, and performance management. Process a broad range of HR cases, providing compliant recommendations and maintaining audit-ready documentation. Monitor and analyze case trends to identify systemic issues and propose workflow improvements. Contribute to HR policy development by providing data-driven insights on workforce trends and risks. Assist in implementing organizational changes and provide frontline guidance on HR policies, processes, and systems. Review policy exception requests for compliance and risk, and support the implementation of HR policy updates. Advise on HR aspects of project agreements, identifying risks and opportunities, and contribute quality inputs to project proposals. Support HR training sessions and participate in knowledge-sharing initiatives.
Work Experience
Requires relevant experience in recruitment, HR policies and processes, employee relations, or performance management. Experience in multicultural environments or UN system organizations, particularly in developing countries or humanitarian contexts, is desirable.
