Job Purpose
The HLP Project Associate is crucial for enhancing UN-Habitat's impact on Housing, Land, and Property (HLP) issues in Syria. This role provides strategic guidance and strengthens inter-agency coordination, ensuring HLP efforts align with broader urban land management initiatives. A key objective is to improve tenure security in northwest and coastal areas by facilitating efficient, rights-based services for HLP rights holders. This is achieved through robust project implementation and coordinated support to the Northwest Syria HLP Technical Working Group (TWG), backed by the Damascus-based HLP team.
Responsibilities
The HLP Project Associate will support the Northwest Syria HLP Technical Working Group (TWG) by coordinating meetings, representing the group in relevant forums, and maintaining TWG tools and archiving systems. Responsibilities include facilitating HLP mainstreaming sessions and training, identifying advocacy issues, and contributing to advocacy briefs and research. The role involves monitoring and reporting on emerging HLP issues, contributing to needs assessments, and developing HLP profiles. Project design and implementation support includes ensuring adherence to proposals, integrating HLP into urban recovery planning, and strengthening land administration systems. The associate will monitor project progress, provide recommendations for improvement, and offer legal and technical support for HLP projects, including due diligence processes.
Work Experience
A minimum of three years of progressive experience in Housing, Land, and Property (HLP), land governance, legal analysis, or urban planning within humanitarian, early recovery, or development contexts is required. Experience in project management, including assessments, reporting, and coordination with government and humanitarian actors, is also necessary. Desired experience includes working with international organizations on HLP or urban recovery, understanding the Syrian legal framework for HLP rights, and knowledge of international HLP frameworks.
