Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on infrastructure, health, procurement, and project management to support sustainable development. The Afghanistan Country Office (AFCO) has shifted its focus to life-saving initiatives and basic needs, managing cash-for-work programs and emergency procurement. This role is within the Project for Community-led Climate Change Adaptation in Afghanistan.
Job Purpose
The Civil Engineer (Team Lead) is responsible for leading site identification and assessment, and managing a team of engineers for design and construction. This includes market research, surveys, digital terrain modeling, hydrological and hydraulic design, structural design, specifications, Bill of Quantities (BoQ) preparation, engineering analysis, and construction monitoring. The role ensures the coordination of daily construction activities across projects, oversees external contractors, and applies engineering design, technical, construction management, and project management practices suitable for rural Afghanistan, ensuring compliance with UNOPS standards for quality assurance and control.
Responsibilities
Lead and supervise the project's engineering team, establishing relevant local and international standards for construction and refurbishment. Liaise with stakeholders to integrate their needs into designs. Review and provide input on technical work and designs by external consultants. Oversee construction inspections and lead the preparation of detailed engineering design documentation, including drawings, specifications, and BoQs for tender documents. Develop quality control and assurance documentation, and supervise on-site contractor work to ensure quality and adherence to specifications. Provide expert advice on engineering matters, revise design packages, and manage project documentation systematically. Plan and coordinate construction activities, monitor contractor schedules, and ensure timely and cost-effective project delivery. Oversee material quality, verify contractor payments, prepare progress reports, and assist with project handover and closing. Ensure Health, Safety, and Environmental (HSE) measures are implemented and contribute to knowledge sharing and best practices.
Work Experience
A minimum of 4 years of relevant experience in water engineering works, with a focus on water retention structures, is required. This includes at least 2 years of experience in water infrastructure design (small dams, canals, water retention structures) and the ability to produce engineering construction drawings using software like AutoCAD. Familiarity with UNOPS/UN rules and regulations is desirable.
