Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on strategic leadership and operational excellence. The East Asia and Pacific Multi-Country Office (EAPMCO) supports 24 countries, implementing initiatives in energy transition, climate change, and sustainable development. UNOPS Philippines, established in 2016, aids sustainable development through procurement, project management, and infrastructure services, emphasizing SDG progress.
Job Purpose
The Gender and Inclusion Specialist provides high-level technical advisory support to ensure the systematic and context-sensitive integration of gender equality, social inclusion, and safeguards across all work packages of the EU4BARMM programme. This role is crucial for legal, institutional, and community-level interventions within the Bangsamoro tri-justice system. The Specialist will integrate these considerations into programme design, implementation, and reporting, including TOR development, activity design, and quality review. A key focus is contextualizing gender equity objectives within the Bangsamoro's socio-cultural, economic, and political environment, ensuring consistent application of safeguards like PSEAH, GBV prevention, and Indigenous Peoples' rights.
Responsibilities
The Gender Equality Specialist will provide technical support for gender and inclusion analysis within the BARMM tri-justice system, identifying risks and opportunities, and ensuring analyses are contextually grounded. They will review and advise on Terms of Reference (TORs) for consultancies and activities to integrate gender and inclusion from the design stage. The role involves advising on the integration of safeguards, including PSEAH, GBV prevention, and Indigenous Peoples' rights, and reviewing partner arrangements for compliance. The Specialist will also provide quality assurance on programme outputs for gender-responsiveness and safeguards compliance, offer advisory and capacity development support to staff and partners, and contribute gender and inclusion insights to knowledge products and reporting.
Work Experience
Required experience includes progressively responsible work in gender mainstreaming, social inclusion, or safeguards within development, governance, or peacebuilding programmes. Demonstrated experience in conducting gender analysis, integrating gender-responsive approaches in programme design and implementation, and in PSEAH, GBV prevention, and Indigenous Peoples' rights is essential. Experience in quality assurance reviews for gender-responsiveness and safeguards compliance is also required.
