Job Purpose
The Senior Programme Manager (Special Projects) is responsible for managing special project teams under the Deputy Fund Director (Programme). This role is crucial for overseeing the implementation of special projects within the Access to Health Fund, ensuring synergy with pooled fund projects to achieve efficient and impactful results. The position contributes to improving health outcomes for vulnerable populations in Myanmar by strengthening health systems and enhancing access to vital health services, aligning with the Fund's strategic objectives and donor requirements.
Responsibilities
Oversee the implementation of special projects aligned with the Access to Health Fund's strategy, ensuring synergy with pooled fund projects for optimal results. Manage the portfolio of grants within special projects and collaborate with Regional Programme Teams for coordination and alignment across geographies. Identify and mitigate project risks, developing and implementing mitigation plans. Collaborate with the Finance Unit on budget planning, tracking, and revisions, ensuring compliance with UNOPS and donor requirements. Ensure efficient project delivery through appropriate approaches and partners. Conduct timely reviews of program deliverables and reports with M&E and Programme Management Office support. Maintain clear understanding of grant outcomes, communicating them to partners and stakeholders. Ensure program activities align with cross-cutting themes like gender equality, accountability, disability inclusion, conflict sensitivity, and emergency response. Mainstream UNOPS PSEA Minimum Requirements and promote localization by enhancing local partner autonomy. Manage donor relations through regular communication and reporting, and coordinate with the Learning Unit for documenting lessons learned. Ensure timely delivery of reporting requirements and keep stakeholders informed of relevant developments.
Work Experience
A minimum of 7 years of experience in managing grants or projects is required. At least 3 years of working experience in the health sector is also required. Desired experience includes working in culturally diverse settings, strategic planning, risk management in conflict-sensitive areas, and understanding of development and humanitarian aid architecture.
