Adaptation Stock Take Consultant
Organizational Context
The United Nations Office for Project Services (UNOPS) South Asia Multi-Country Office (SAMCO) supports operations across six countries, including Pakistan. UNOPS has partnered with Pakistan since 1999, focusing on SDGs through essential service delivery in health, WASH, and infrastructure. This role supports the Ministry of Climate Change and Environmental Coordination (MoCC&EC) in implementing Pakistan's National Adaptation Plan (NAP).
Job Purpose
This consultancy aims to assess the implementation of Pakistan's National Adaptation Plan (NAP) by conducting a comprehensive stocktake of existing and planned adaptation-related programs and projects within Punjab, Sindh, and Azad Jammu and Kashmir (AJK). The consultant will analyze these initiatives, map them against the 117 priority programs outlined in the NAP, and identify any gaps or overlaps. The findings will inform the development of a national monitoring and evaluation framework for adaptation, contribute to awareness-raising on mainstreaming climate change adaptation, and support the creation of a financial investment plan for NAP mobilization. This role is crucial for understanding the current landscape of adaptation efforts and guiding future strategies.
Responsibilities
Develop an analytical framework to guide the stocktake process. Review the NAP 2023 document, including its objectives, priority sectors, and 117 priority programs. Analyze climate change policies and action plans for Punjab, Sindh, and AJK, assessing their alignment with the federal NAP and identifying any discrepancies. Create and propose an Excel matrix for documenting adaptation projects, their linkages to the NAP, geographical coverage, investment types, funding sources, and budgets. Conduct the stocktake of adaptation interventions, validating collected information and identified gaps with provincial governments. Based on identified gaps and barriers, develop a synthesis report and provide recommendations to MoCC&EC for strengthening coordination. Map stock-taken projects against the Global Goal on Adaptation (GGA) framework, preparing a summary report on indicator coverage and identifying gaps. Liaise with the firm developing the national M&E framework to integrate provincial data.
Work Experience
Requires a minimum of two years of experience in government, semi-government, UN entities, or development sector organizations, focusing on coordination, communications, and project management. Proven experience in stakeholder engagement, mapping exercises, and report writing is essential. Experience in developing or implementing project monitoring systems is also required. Experience in multicultural environments or UN organizations in developing countries is desirable.
