Adaptation Stock Take Consultant
Organizational Context
The United Nations Office for Project Services (UNOPS) in Pakistan, operating under the South Asia Multi-Country Office (SAMCO), supports the country's progress towards Sustainable Development Goals. UNOPS Pakistan focuses on delivering essential services in health, WASH, and infrastructure, collaborating with government and development partners. This role is within the context of the Ministry of Climate Change and Environmental Coordination (MoCC&EC) and the UNEP-supported National Adaptation Plan (NAP) project.
Job Purpose
This consultancy aims to assess the implementation of Pakistan's National Adaptation Plan (NAP) by conducting a comprehensive stocktake of existing and planned adaptation-related programs and projects across specific provinces (KP, Balochistan, and GB). The consultant will map these initiatives against the NAP's 117 priority programs and projects, identifying linkages, gaps, and capacity needs. The findings will inform the development of a national monitoring and evaluation framework for adaptation, contribute to awareness-raising on mainstreaming climate change adaptation, and support the creation of a financial investment plan for NAP implementation. The role is crucial for understanding the current landscape of adaptation efforts and guiding future strategies.
Responsibilities
The consultant will develop an analytical framework to guide the stocktake process. This involves reviewing the NAP 2023 document, understanding its objectives, priority sectors, and projects. Responsibilities include reviewing provincial climate change policies and action plans, assessing their alignment with the federal NAP, and identifying any discrepancies. A key task is to prepare and propose an Excel matrix for documenting adaptation projects, their linkages to the NAP, geographical coverage, investment types, and funding sources. The consultant will then execute this stocktake, validating collected information with provincial governments. Finally, the role involves synthesizing findings on gaps and capacity needs, advising on coordination strategies, mapping projects against the Global Goal on Adaptation framework, and preparing summary reports on indicator coverage and potential gaps.
Work Experience
A minimum of two years of experience is required in government, semi-government, UN entities, or development sector organizations, focusing on coordination, communications, and project management. Proven experience in stakeholder engagement, conducting mapping exercises, and report writing is essential. Experience in developing or implementing project monitoring systems is also required. Prior experience with the MoCC&EC, provincial institutions, or UN agencies is highly desirable.
