Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages over $500 million in projects, operationalizing partner agendas for climate action and environmental conservation. The NDC Partnership Support Unit, jointly hosted by WRI, UNOPS, and UNFCCC, facilitates climate action by connecting country needs with tailored support.
Job Purpose
This role serves as the primary liaison between the Government of Zimbabwe and the NDC Partnership, facilitating the effective implementation of the country's Nationally Determined Contribution (NDC). The In-Country Facilitator will strengthen coordination among the NDC Partnership Support Unit, its members, and Zimbabwean government bodies. A key function is to support the Ministry of Environment, Climate and Wildlife in coordinating the NDC Investment Framework and utilizing tools like the NDC Implementation Plan Online to promote data-driven climate action and informed decision-making, ultimately contributing to Zimbabwe's climate resilience and sustainable development goals.
Responsibilities
Coordinate and communicate with national and international stakeholders to ensure effective engagement with the NDC Partnership. Facilitate periodic information exchange and organize meetings to monitor and coordinate the operationalization of the NDC Implementation Plan. Collaborate with the NDC Partnership Support Unit and government focal points to manage and update the online NDC Implementation Plan tool. Identify and engage implementing and development partners, tracking their contributions. Develop and validate the Implementation Plan Narrative. Create an Annual Work Plan and document changes in the operating context to support decision-making. Support resource mobilization by identifying funding gaps and linking needs with partner resources. Assist in aligning country programs and projects with the Implementation Plan. Monitor and report on the progress of the Implementation Plan and Investment Plan, preparing quarterly updates. Organize and support NDC-related meetings and dialogues, including preparations for international climate events.
Work Experience
Requires at least 5 years of relevant experience in climate change, project management, stakeholder engagement, or proposal development. Experience with multilateral, national, and grassroots governance related to climate change and NDCs is essential. Knowledge of Zimbabwe's climate change policy frameworks and national strategies is required. Familiarity with UNFCCC processes and experience working with relevant Zimbabwean ministries is desirable.
