Job Purpose
The Senior Programme Manager will lead the implementation of the Blueing the Caspian Sea project, ensuring timely and budget-compliant delivery of outputs and activities aligned with national priorities. This role involves managing the Project Implementation Unit, coordinating with stakeholders and partners, and liaising with the World Bank and other relevant bodies. The objective is to achieve the project's goals effectively, overseeing all aspects from planning and execution to monitoring, evaluation, and reporting until project closure, while adhering to UNOPS project management standards.
Responsibilities
The Senior Programme Manager is responsible for the overall management of the Blueing the Caspian Sea project. This includes facilitating the implementation of activities in participating countries, establishing and maintaining implementation arrangements, and managing project execution through daily coordination and progress monitoring. The role involves providing technical advice to partners, coordinating with beneficiary governments, and overseeing the preparation of training materials. Regional cooperation is key, acting as Secretary to the Steering Committee, liaising with government officials and stakeholders, and developing networks. The manager will also oversee the Project Implementation Unit, supervising personnel and managing their performance. Additionally, the role requires regular liaison with project partners, including the World Bank, to ensure effective implementation and reporting. Knowledge management and innovation are encouraged through sharing lessons learned and contributing to policy improvements.
Work Experience
A minimum of 7 years of progressive experience in environmental-related programmes/projects is required, with at least 5 years focused on managing complex projects, implementation, teams, budgets, and engaging senior stakeholders. Experience liaising with ministries and national partners is essential. Experience with multi-country projects, GEF-funded projects, and familiarity with the Caspian Sea region are desirable.
