Organizational Context
The Europe and Central Asia Regional Office (ECR) oversees UNOPS operations across a diverse region, supporting sustainable development in areas like health, education, and governance. Within this, the South East Europe Multi-Country Office (SEEMCO) focuses on advancing EU integration and national priorities in Serbia, North Macedonia, Montenegro, and Bosnia and Herzegovina through project management and technical assistance.
Job Purpose
This role provides expert technical assistance to North Macedonia's national authorities, primarily the Ministry for European Affairs, to establish effective coordination mechanisms for the legal revision and terminology management of the EU acquis. The Specialist will support the development of governance structures, methodologies, and workflows crucial for preparing the national version of the EU acquis. The primary focus is on strengthening system-level coordination and institutional capacity to ensure consistency, quality, and accuracy in legal terminology and translated texts, rather than performing direct translation or revision tasks. This contributes to North Macedonia's preparedness for EU membership by enhancing its capacity to manage the EU integration process effectively.
Responsibilities
Conduct research and provide technical support for comparative analysis of institutional approaches and best practices in EU acquis coordination, translation, terminology management, and revision, drawing on European examples. Assist in reviewing EU institutional models, particularly the European Commission and Council, to recommend relevant practices for North Macedonia. Support the development of recommendations for a coordination model covering translation, legal and expert revision, and terminology management, drafting proposals for institutional roles and cooperation modalities. Provide technical assistance in drafting operational arrangements for a national structure responsible for verifying translated EU acquis texts for accuracy and consistency. Assist in establishing and integrating a pool of subject-matter experts into the coordination framework. Offer technical support on how revision and verification mechanisms can ensure unification of terminology and consistency in future translation efforts. Prepare procedural documents and guidance notes for sustainable terminology management. Monitor translated texts to ensure expert guidance on legal terminology is correctly applied. Lead the preparation and delivery of workshops on proposed coordination models and governance structures, and prepare presentation materials and reports.
Work Experience
Required experience includes work in EU accession-related activities, legal approximation, terminology management, or legal-technical revision. Proven experience with coordination mechanisms for translation and/or legal review is also essential. Experience within EU institutions or administrations dealing with acquis translation, legal revision, or terminology management is desirable.
