Job Purpose
The Environmental Management Analyst, acting as an Environmental Regent, is responsible for verifying and reporting on the socio-environmental obligations of project developers, ensuring compliance with Costa Rican legislation and SETENA resolutions. This role ensures the proper implementation and documentation of environmental measures in the field, including timely communication of progress, non-compliance, and risks to the project developer and UNOPS Project Manager. The position is for a retainer contract, emphasizing ongoing oversight and reporting.
Responsibilities
Key responsibilities include verifying and reporting on environmental compliance in the field, ensuring adherence to environmental impact assessments and management plans. This involves conducting regular site visits, issuing technical instructions for corrective actions, and immediately reporting any unjustified non-compliance or irregularities to SETENA and the UNOPS Project Manager. The role also involves providing environmental recommendations, suggesting necessary adjustments to environmental management plans based on project evolution, and preparing and submitting required environmental responsibility reports (IRAs) to SETENA. Furthermore, the analyst will maintain close communication and coordination with UNOPS, SETENA, developers, and contractors, participate in technical meetings and audits, and meticulously document all environmental aspects, including site inspections, findings, corrective actions, and final project closure reports, utilizing the Digital Environmental Logbook (BAD).
Work Experience
Requires at least two years of professional experience in environmental regency for infrastructure projects, environmental impact assessment processes, and field-based environmental monitoring and control. Experience with the Digital Environmental Logbook (BAD), SETENA's digital platform, and environmental management systems is essential. Familiarity with national environmental regulations, particularly Decree 43898, is necessary. Experience with international funding agencies and construction project environmental supervision is desirable.
