The South East Europe Multi-Country Office (SEEMCO), based in Belgrade, specifically supports Montenegro and neighboring countries, partnering with national institutions to advance development goals in various sectors, including infrastructure and rule of law.
Job Purpose
The Project Manager (Infrastructure) is responsible for the effective day-to-day management and delivery of infrastructure projects, which may include physical assets or technical outputs across diverse sectors like education, health, and transportation. This role serves as the primary liaison with donors, partners, and beneficiaries, ensuring strict adherence to contractual obligations and UNOPS performance standards. Acting on behalf of the Project Board, the Project Manager is accountable for delivering project outputs within the agreed tolerances for time, cost, scope, quality, risk, and benefits, thereby contributing to the achievement of project objectives and organizational goals.
Responsibilities
The Project Manager will develop and implement comprehensive project plans, including establishing milestones and managing infrastructure design development and reviews. They will embed sustainability dimensions, manage the production of outputs, ensure quality compliance, and oversee the timely delivery of work packages by external suppliers. Key duties include monitoring progress, controlling variances, managing changes, and proactively identifying and mitigating project risks to maximize stakeholder benefits. The role requires adherence to UNOPS policies, financial regulations, and local laws, maintaining project documentation, and supporting audits. Additionally, the Project Manager will develop and execute stakeholder engagement strategies, foster solid working relationships with the project board and clients, and ensure effective communication. They will also promote a learning environment within the project team, encourage knowledge sharing, and manage personnel effectively, ensuring safety and security standards are met.
Work Experience
Required experience includes implementing and managing infrastructure projects in developing or post-conflict/emergency contexts, defining technical and design requirements, and managing infrastructure project risks in a multi-stakeholder environment. Experience with quality assurance methodologies is also necessary. Experience in multicultural or UN environments, development/humanitarian contexts, contract management, and FIDIC contracts is desirable.
