Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on high performance and operational excellence. The East Asia and Pacific Multi-Country Office (EAPMCO), established in 2023, provides strategic direction and support for projects in Southeast Asia, Northeast Asia, and the Pacific, emphasizing energy transition, climate change, and sustainable development. The Pacific Operations Cluster specifically supports Small Island Developing States with infrastructure, capacity building, and programme management.
Job Purpose
The Lead Biomedical Engineer provides critical technical expertise and project support within UNOPS' health portfolio, focusing on South East Asia and the Pacific. This role is instrumental in improving public health access by conducting needs assessments, overseeing health infrastructure implementation, defining medical equipment specifications, and supporting capacity-building initiatives. The position ensures that health systems are adequately equipped and functional, directly contributing to the successful delivery of sustainable development solutions in the region.
Responsibilities
The Lead Biomedical Engineer is responsible for conducting comprehensive needs assessments and evaluations of health systems and medical equipment, identifying service gaps, and ensuring alignment with technological advancements and regulatory standards. This includes defining and reviewing technical specifications for medical equipment, developing equipment lists and layouts, and preparing cost estimates. The role also involves providing technical support by drafting Terms of Reference for consulting services and verifying technical deliverables from external firms. Furthermore, the position coordinates project implementation, conducts site visits, verifies equipment compliance, supervises installations, and supports the development of standard operating procedures and end-user training.
Work Experience
Required experience includes hospital planning, medical waste management, and medical equipment specification and installation. Desirable experience includes working in Southeast Asia and the Pacific, familiarity with regional healthcare systems, rehabilitation/construction of healthcare facilities, and experience with diverse health sector stakeholders, multicultural environments, or UN system organizations.
