Job Purpose
This role is designed to lead strategic engagement with government counterparts and key public institutions to effectively position and implement the Sanitation and Hygiene Fund (SHF) programme in Nigeria. The Advisor will be instrumental in building trust, strengthening coordination mechanisms, and supporting policy and institutional reforms. The primary objective is to create an enabling environment conducive to programme delivery, foster necessary reforms, and attract investment within the sanitation and menstrual health sectors. This position is crucial for advancing market-based approaches and catalysing finance for universal access to sanitation and hygiene.
Responsibilities
The Programme Management Advisor will be responsible for strategic engagement, coordination, and representation, positioning the SHF with senior decision-makers and liaising with government, development partners, and stakeholders. This includes developing policy briefs and providing technical assistance to integrate sanitation and menstrual health priorities into national and sub-national investment plans. The role involves leading stakeholder forums, advising leadership on engagement opportunities, and cultivating strategic partnerships with government agencies, development partners, private sector entities, and civil society. Additionally, the Advisor will support resource mobilization efforts through proposal development and oversee the monitoring and evaluation framework, conducting field visits and preparing progress reports.
Work Experience
A minimum of seven years of relevant experience is required in government engagement, partnership development, policy advisory, and institutional processes within the sanitation, menstrual health, or WASH sectors. Experience in programme management or strategic advisory roles is also necessary. Demonstrated experience engaging with government counterparts and development partners in Nigeria is essential. Knowledge of the local SME environment and financial actors is desirable.
