Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages over $500 million in projects. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, is a coalition of over 250 members working towards the Paris Agreement goals. This role is within the NDC Partnership Support Unit, contracted through UNOPS.
Job Purpose
This role serves as the primary interface between the Solomon Islands and the NDC Partnership Support Unit and its membership. The In-Country Facilitator's purpose is to provide coordination and supportive facilitation to ensure the smooth implementation of the Country Engagement Process. This involves working closely with the government to refine its objectives for support, coordinate the implementation of the NDC Implementation Plan, and act as a central point for communication and service coordination. The facilitator will also facilitate vertical information sharing with the NDC Partnership Support Unit, contributing to and accessing knowledge products, while adapting to the country's unique circumstances and priorities.
Responsibilities
Key responsibilities include coordinating and communicating with national, international, and local stakeholders to share relevant information and facilitate exchange among partners. This involves organizing meetings to monitor and coordinate the implementation of the NDC Implementation Plan. The role also entails operationalizing the plan by collaborating with the Support Unit and Focal Points to manage online tools, identifying and tracking partners' contributions, and contributing to plan validation. Facilitation of implementation involves creating an annual work plan and supporting decision-making processes. Resource mobilization includes supporting the government in securing partner financing, updating needs and priorities, and engaging with partners to link needs with resources. Finally, the facilitator will track implementation progress, prepare quarterly reports, assess outcomes, and organize/support relevant NDC-related meetings and dialogues.
Work Experience
A minimum of five years of experience in the public or private sector is required, focusing on climate change, project management, stakeholder engagement, and/or workplan development. Experience with multilateral, national, and grassroots governance related to climate change and NDCs is essential. Knowledge of the Solomon Islands' climate change policy frameworks and strategies is also required. Familiarity with UNFCCC processes and experience in fostering cooperation between diverse agencies is desirable.
