Job Purpose
The Construction Management Engineer provides essential technical expertise and oversight for infrastructure construction projects, ensuring their successful planning, implementation, and supervision. This role is critical for guaranteeing that all construction works meet stringent quality standards, adhere to defined budgets, and are completed on schedule. The Engineer's responsibilities span construction supervision, quality assurance, contract administration, and health and safety enforcement. By contributing to these areas, the incumbent plays a vital part in delivering resilient, safe, and sustainable infrastructure that aligns with UNOPS and partner standards, ultimately supporting the organization's mission.
Responsibilities
Oversee daily site construction activities, ensuring strict adherence to project specifications, approved designs, and contractual terms. Monitor contractor performance and work progress to guarantee timely, cost-effective, and high-quality project delivery. Proactively identify and report potential delays, risks, and cost overruns, recommending and implementing corrective actions. Supervise construction works in accordance with contractual provisions, verifying consistency with Bills of Quantity (BoQs) and schedules. Review and assess contractor payment claims, variation orders, and extension requests for accuracy and compliance. Maintain comprehensive project documentation, including progress reports, site records, and meeting minutes. Represent UNOPS in site meetings and stakeholder consultations, ensuring effective communication and prompt resolution of technical and operational issues. Enforce UNOPS quality standards and project-specific quality assurance plans through regular inspections and material testing. Lead the implementation of Health, Safety, Social, and Environment (HSSE) management systems, conducting safety inspections and promoting sustainable construction practices.
Work Experience
Required experience includes work in building construction, site supervision, or infrastructure project management. Proficiency in quality control, monitoring, and reporting within construction projects is essential. Demonstrable skill in using collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also required. Experience in multicultural environments, UN system organizations, or development/humanitarian contexts is desirable.
