Procurement Officer
Organizational Context
The United Nations Mine Action Service (UNMAS) in Syria, based in Damascus, coordinates humanitarian mine action and supports UN operations by enabling safe access. UNMAS advises the Syrian Government on establishing a national mine action authority and centre, contributing to institutional development and capacity building. It also leads the Mine Action Area of Responsibility within the broader humanitarian framework.
Job Purpose
The Procurement and Grant Officer supports the delivery of procurement services in line with UNOPS best practices and regulations, ensuring compliance and achieving value for money. This role involves managing various stages of the procurement process, from planning and sourcing to contract finalization and management. Additionally, the officer is responsible for the end-to-end provision of grants and project cooperation agreements, acting as a key support official. The position requires adherence to high ethical standards, maintaining a collaborative, quality-driven, client-focused, and results-oriented approach to all procurement and grant-related activities.
Responsibilities
Execute procurement activities according to UNOPS rules, regulations, policies, and best practices, supporting all steps from planning to contract management. Populate and track procurement plans, ensuring alignment with project timelines and budgets. Review requirements for clarity and completeness, prepare solicitation documents (RFQs, ITBs, RFPs), and coordinate the end-to-end solicitation process. Participate in contract negotiations and prepare submissions for committees. Draft Blanket Purchase Agreements and Long-Term Agreements. Manage grant provision by preparing Call for Proposals, organizing the grant process, and preparing award recommendations. Draft service contracts, assist in contract management planning, monitor performance, and act as an administrative focal point for contractors. Support grant management by drafting agreements, ensuring due diligence, monitoring performance, and tracking grants. Contribute to knowledge building by synthesizing lessons learned and disseminating best practices.
Work Experience
Requires relevant experience in advising on and implementing policies and procedures for procurement and/or grant activities within international or multinational organizations. Proficiency in using collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is necessary. Experience in multicultural environments or UN system organizations in a developing country, particularly in development or humanitarian contexts, is desirable.
