Organizational Context
The United Nations Mine Action Service (UNMAS) operates within the UN system, coordinating mine action efforts globally. In Syria, UNMAS implements a response program to address the significant threat of explosive hazards resulting from conflict. This role is based in Damascus, supporting humanitarian mine action activities prioritized in the Syria Humanitarian Response Plan, aiming to mitigate risks and assist affected populations.
Job Purpose
The Finance Officer is responsible for ensuring the effective delivery of financial management, reporting, and compliance services in line with UNOPS Financial Rules and Regulations. This role involves leading budget formulation and monitoring, managing treasury and cash, overseeing accounting functions, and producing financial reports. The Finance Officer provides crucial analytical and advisory support to management, upholding financial integrity, promoting cost efficiency, and enabling timely, informed decision-making across the UNMAS Syria Response Programme.
Responsibilities
Ensure strict adherence to UNOPS financial rules, regulations, policies, and donor requirements. Implement robust internal controls and risk management frameworks. Advise management on cost-saving and financial efficiency measures. Provide financial oversight for grantees, including analysis and compliance checks. Lead budget preparation, consolidation, and monitoring, ensuring alignment with strategic objectives and funding sources. Conduct variance analyses, monitor expenditures, and provide early warnings on deviations. Support financial planning, forecasting, and risk assessment for projects. Review and verify payment requests, ensuring accuracy and compliance. Manage accounts receivable and payable, and oversee expenditure control. Ensure accurate recording and reconciliation of transactions in the ERP system. Manage financial data quality and support timely account closures. Coordinate with HQ on complex financial issues and resolve discrepancies. Review and analyze financial reports for management and donors, ensuring accuracy and timeliness. Support audit recommendations and contribute to financial reviews. Participate in knowledge-sharing and training initiatives on finance topics.
Work Experience
Requires relevant experience in project financial management, budgeting, cash management, and financial reporting. Proficiency in collaboration tools (MS Office, G-Suite) and web-based management systems is essential. Experience in multicultural environments, UN system organizations, or in development/humanitarian contexts is desirable.
