Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages over $500 million in projects focused on climate action and environmental protection. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, is a coalition of over 250 members working to achieve climate action goals.
Job Purpose
The In-Country Facilitator will act as the primary liaison for the NDC Partnership in Antigua and Barbuda, connecting the country with international partners. This role is crucial for coordinating and facilitating the smooth implementation of the NDC Country Engagement Process. The facilitator will support ongoing efforts between the NDC Partnership Support Unit, partner organizations, and the government. A key responsibility is strengthening national coordination for resource mobilization and monitoring the progress of NDC implementation, ensuring alignment with national climate action priorities and international commitments.
Responsibilities
Coordinate and communicate with national, international, and local stakeholders regarding NDC Partnership engagement. Facilitate periodic information exchange and meetings among partners to leverage their strengths in support of the Partnership Plan. Manage and update the Partnership Plan in the Online Partnership Plan Tool, identifying and tracking partner contributions. Document changes in the operating context and support decision-making processes. Assist the government in mobilizing partner financing and aligning country programs with identified needs and gaps. Monitor and report on the implementation progress of the Partnership Plan and Investment Plan, preparing quarterly country update reports. Organize and support NDC-related meetings and events, including national dialogues and preparations for international forums.
Work Experience
Requires at least 5 years of relevant work experience in public, private, or UN agencies, focusing on coordination, project management, and climate change/environmental management. Experience with multilateral, national, and grassroots governance related to climate change and NDCs is essential. Knowledge of the country's climate change policy frameworks and experience working with national government departments on climate change are required.
