Procurement Specialist (Home based Retainer) - Belmopan, Belize
Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. Within this, the Water, Environment and Climate (WEC) portfolio manages over $500 million in projects. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, facilitates climate action by connecting countries with needed support. This role is embedded within the Government of Belize's Climate Finance Unit.
Job Purpose
The Procurement Specialist will enhance the Climate Finance Unit's (CFU) procurement systems and processes to ensure effective delivery of climate-related projects in Belize. This role is crucial for developing a Procurement Implementation Plan, establishing contract and data management tools, and ensuring compliance with national and international standards. By building institutional capacity and improving operational efficiency, the specialist will directly contribute to Belize’s climate finance readiness and its Nationally Determined Contributions (NDC) implementation, accelerating the rate of project execution within a significant national investment program.
Responsibilities
Develop a comprehensive Procurement Implementation Plan, including needs assessment, timeline, resource allocation, and performance indicators. Standardize procurement documents and templates, reviewing current practices against international standards and developing a suite of necessary forms. Implement an effective Contract Management System with guidelines, tools, and a user-friendly database for tracking contracts, payments, and status. Establish a centralized Procurement Database for data integrity and access, populating it with historical and current data. Provide technical expertise for procurement evaluations, contributing specialized analysis and insights to evaluation committees and reports. Conduct targeted capacity building for the CFU staff through workshops and advisory support on procurement processes and contract management. Coordinate and communicate with key national and international stakeholders to share information and facilitate collaboration. Continuously monitor the Procurement Plan and Investment Plan, developing a digital dashboard and preparing quarterly progress reports. Submit monthly procurement progress reports, analyzing and consolidating data to track improvements and address challenges.
Work Experience
Requires at least five years of demonstrated experience in public/private sector procurement, focusing on strategic sourcing, contract management, and project execution. Experience with International Financial Institutions (IFIs) or similar organizations' procurement processes is necessary. Experience in designing and implementing contract management systems and knowledge of Belize's national climate change policies and investment programs are also required. Familiarity with climate change projects and fostering stakeholder networks is desirable.
