Trade Infrastructure and Policy Advisor
Organizational Context
The UNOPS Middle East Region supports operations across several countries, focusing on delivering sustainable solutions to development, peace, and humanitarian challenges. The EU4Commerce project, funded by the EU and implemented by UNOPS in Palestine, aims to enhance trade facilitation and economic growth by upgrading commercial crossings and strengthening trade-related infrastructure. This role is integral to the project's success in addressing economic challenges and promoting development.
Job Purpose
The Trade Infrastructure and Policy Advisor will lead the conceptualization, planning, and development of policy frameworks and strategic approaches for improving trade-related infrastructure under the EU4Commerce project. This involves conducting policy analysis, facilitating stakeholder consultations, and developing implementation frameworks and business models. While engineering teams handle technical design, this role ensures all infrastructure interventions are informed by robust policy analysis, aligned with trade facilitation goals, and responsive to stakeholder needs. The position is crucial for bridging policy, operational, and technical aspects to support effective, sustainable, and internationally aligned trade infrastructure development in Palestine, working with trade parties and the Project Board on strategic issues.
Responsibilities
Lead comprehensive analysis of trade policies, regulatory frameworks, and institutional arrangements relevant to trade infrastructure in Palestine. Develop implementation frameworks, business models, and policy recommendations, integrating stakeholder consultations and technical assessments. Organize and facilitate structured stakeholder engagement and policy dialogues, ensuring inclusive participation. Support the Project Technical Committee and present interventions to the Project Steering Committee for endorsement. Provide technical advice during feasibility studies, site selection, and operational model development. Coordinate closely with engineering teams to integrate policy and operational requirements. Prepare project documentation, reports, and presentations. Monitor progress of policy and infrastructure planning interventions, and prepare regular progress reports, policy briefs, and knowledge products to inform decision-making and share lessons learned.
Work Experience
A minimum of 7 years of relevant professional experience (with a Master's degree) or 9 years (with a Bachelor's degree) is required in developing policy frameworks, business models, or feasibility studies for trade or infrastructure projects. Proven experience in facilitating multi-stakeholder consultations and policy dialogues is essential. Experience providing technical advice for project planning and infrastructure interventions is also required.
