Organizational Context

The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Peace and Security Cluster (PSC) in Jerusalem is a key service provider for mine action, partnering with UNMAS and national authorities. This role operates within the PSC Jerusalem Project Unit, contributing to the broader UNMAS mandate in the occupied Palestinian territory.

Job Purpose

The Project Lead - Capacity Enhancement is responsible for providing technical expertise and leadership to design, plan, and implement capacity building initiatives within mine action programs. The primary goal is to strengthen national ownership and sustainability by supporting institutional development, policy enhancement, and resource mobilization. This role ensures that capacity enhancement activities align with UNMAS strategic objectives and national priorities, fostering collaboration among stakeholders and promoting best practices. The position contributes to the overall effectiveness and long-term impact of mine action efforts by building the capabilities of national partners.

Responsibilities

The role involves supporting program and project design from a capacity enhancement perspective, ensuring implementation plans are viable and resourced appropriately. Key duties include contributing to UNMAS/UNOPS project agreements, solicitation documents, and HR plans. The Project Lead will identify and mitigate risks related to capacity enhancement activities, ensuring compliance with UNOPS/UNMAS policies and standards. A significant part of the role is facilitating interventions to strengthen national ownership through institutional development, policy formulation, and resource mobilization, including integrating GESI considerations. Responsibilities also include monitoring third-party contracts and grants, advising on performance, and ensuring GESI and PSEAH compliance. The role requires advising on best practices, contributing to continuous improvement of capacity building approaches, and managing knowledge related to these activities. Additionally, the Project Lead will support advocacy efforts, policy engagement, and provide recommendations on overcoming barriers to capacity enhancement and ownership, particularly for women's participation.

Work Experience

A minimum of 5 years of relevant experience in project management within humanitarian, conflict, post-conflict, or development contexts is required. Specifically, at least 2 years of proven experience in capacity enhancement or capacity building is essential. Experience in policy advice, working with national authorities, and humanitarian mine action is desirable.
