Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, part of GPO, manages over $500 million in initiatives. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, unites over 250 members to drive climate action and sustainable development, with UNOPS contracting consultants for its projects.
Job Purpose
This role aims to operationalize Jordan's new Climate Finance Division within the Ministry of Environment. The Climate Finance Advisor will strengthen institutional capacity, develop internal frameworks, and support the delivery of the Division's work program. Key objectives include building staff capacity, developing a pipeline of bankable projects aligned with Jordan's climate action plans, and fostering private sector engagement to unlock additional resources for climate initiatives. The advisor will ensure long-term institutional autonomy and continuity for the Ministry in managing climate finance.
Responsibilities
The Climate Finance Advisor will provide embedded technical support to institutionalize the Climate Finance Division's mandate and operational framework by conducting needs assessments and developing procedures. They will strengthen institutional capacity and staff skills through targeted training and mentoring on climate finance mobilization and proposal development. The role involves operationalizing partnerships and coordination mechanisms, including establishing an inter-ministerial working group and regular meetings with donors and the private sector. Additionally, the advisor will develop a climate project pipeline, support the preparation of pre-concept notes for international climate finance mechanisms, and create a private sector engagement strategy. Finally, they will support the development of implementation and investment planning frameworks, including a national Climate Investment Plan and sectoral investment frameworks.
Work Experience
A minimum of five years of experience in climate-related work within the public sector is required, with at least three years in areas like climate policy, sustainable finance, or policy-to-investment translation. Experience in project management, stakeholder engagement, or proposal development is also necessary. Demonstrated experience mobilizing resources from international climate funds is essential.
