Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) coordinates humanitarian actors to ensure effective responses to emergencies. The OCHA office in the occupied Palestinian territory disseminates information, supports resource mobilization, and identifies humanitarian priorities amidst a deteriorating situation. This role supports the oPt Humanitarian Fund (HF).

Job Purpose

The Compliance Officer is responsible for monitoring, analyzing, and reporting on humanitarian developments and emergency situations that may impact the oPt Humanitarian Fund (HF). This includes preparing analyses, managing follow-up actions for audits and evaluations, and liaising with UN agencies, NGOs, and other stakeholders to identify and mitigate compliance issues in HF-funded projects. The role also involves providing technical assistance for risk management training, conducting in-depth reviews, and serving as the primary focal point for compliance and risk management of the HF, ensuring adherence to global pooled fund guidelines.

Responsibilities

Monitor and analyze humanitarian developments and emergency situations impacting the oPt Humanitarian Fund (HF). Prepare analyses on humanitarian issues and manage follow-up actions for audits and evaluations of the HF. Establish and maintain contact with UN agencies, NGOs, and stakeholders to detect compliance issues in HF-funded projects and verify control mechanisms. Provide technical assistance for risk management training and conduct in-depth reviews. Prepare reports, documents, and communications related to risk management and compliance for Country-Based Humanitarian Pooled Funds. Serve as the primary focal point for HF compliance and risk management, liaising with organizations and ensuring monitoring and reporting align with pooled fund guidelines. Advise the HF manager on policy matters concerning compliance and risk management. Participate in work groups, meetings, and consultations on humanitarian relief matters, including field project monitoring. Review partner capacity assessments and update project monitoring information in the Grant Management System (GMS). Plan and conduct training workshops for implementing partners and stakeholders.

Work Experience

Requires up to two years of progressively responsible experience (with a Master's degree) or a minimum of two years of experience (with a Bachelor's degree) in finance, project management, accounting, public administration, economics, or a related field. Experience in finance and the project management cycle, including performance monitoring, is essential.

Skills

Knowledge of humanitarian affairs and emergency relief assistance. Analytical and problem-solving skills. Ability to conduct independent research and analysis using various sources. Proficiency in English and Arabic (spoken and written). Experience in finance and project management cycle, including performance monitoring. Desirable: Experience in compliance and risk management, internal control systems, accounting tools, and the UN common system or equivalent international organization.
