Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is responsible for coordinating humanitarian actors to ensure effective responses to emergencies. In the occupied Palestinian territory, OCHA disseminates information, supports resource mobilization, and identifies humanitarian priorities. This Finance Associate role is based in Gaza and reports to the Head of the Humanitarian Financing Unit.
Job Purpose
The Finance Associate will provide essential support to the OCHA office in Gaza, specifically within the Humanitarian Financing Unit. This role is crucial for ensuring the effective allocation and financial management of the oPt Humanitarian Fund (HF). The incumbent will assist in reviewing project budgets, drafting grant agreements, and monitoring financial reports from implementing partners. By ensuring compliance with global guidelines and operational manuals, the Finance Associate contributes to the accountability framework and facilitates smooth financial operations, ultimately supporting the delivery of humanitarian assistance in a complex environment.
Responsibilities
The Finance Associate is responsible for supporting the allocation and financial management of the oPt Humanitarian Fund. This includes reviewing project budgets for compliance, drafting grant agreements and amendments, and processing budget revisions. The role involves regular follow-up with implementing partners for financial reports and reviewing these reports for adherence to agreements and guidelines. Additionally, the Associate will support the implementation of the HF's accountability framework by assisting with financial spot-checks, providing documentation for audits, and following up on audit reports. The position also entails facilitating knowledge-sharing on financial management best practices with partners and providing general financial, administrative, and M&E support as needed.
Work Experience
A minimum of six years of progressively responsible experience in finance and accounting at the national level is required. Alternatively, three years of relevant experience combined with a Bachelor's degree is acceptable.
Skills
Proficiency in financial rules and regulations within a UN environment, data extraction, interpretation, analysis, and formatting. Experience with spreadsheets is required. Desirable skills include budgeting, financial report analysis, knowledge of UN financial procedures, experience with UN common systems, and familiarity with Grant Management Systems (GMS). Fluency in English and Arabic is essential.
