Associate Humanitarian Finance Officer -Unocha - (temporary Appointment)
Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is responsible for coordinating humanitarian actors to ensure a coherent response to emergencies. This role is situated within OCHA's Crisis Response Division, specifically within a Humanitarian Financing Unit in Venezuela, reporting to the Head of the Unit.
Job Purpose
The Associate Humanitarian Finance Officer will support the Humanitarian Financing Unit in Venezuela by contributing to the development and implementation of financial and project management strategies. This role is crucial for ensuring effective and principled humanitarian action by managing financial workflows, reviewing project budgets and applications for compliance, and providing guidance to partners. The position aims to facilitate efficient resource allocation and financial oversight to alleviate human suffering in emergencies and promote sustainable solutions.
Responsibilities
Develop and maintain country Standard Operating Procedures (SOPs) for administrative and financial workflows within the Humanitarian Financing Unit. Conduct financial revisions of project applications and budgets to ensure quality and compliance with guidelines. Provide guidance to partners on Humanitarian Financing and administrative procedures for grant applications. Review project budgets for cost variations and analyze project amendments. Track, review, and ensure accuracy of final financial reports from recipient organizations, liaising with auditors and facilitating project close-out. Develop and maintain databases for cost-effectiveness analysis and prepare performance reports. Reconcile field and HQ financial records. Facilitate knowledge sharing on financial matters and conduct partner visits. Supervise programme staff.
Work Experience
A minimum of 2 years of experience with a Master's degree or 4 years with a Bachelor's degree is required in grant/programme management, humanitarian affairs, emergencies, donor relations, monitoring and evaluation, reporting, or budget management. Experience in humanitarian/development financing is essential. Experience with ERP systems like PeopleSoft, humanitarian assistance, UN agencies, or international NGOs is desirable.
