Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. This role is within the Crisis Response Division, specifically in the OCHA Humanitarian Financing Unit in Venezuela, reporting to the Head of the Unit.

Job Purpose

The Programme/Monitoring Officer will support the accountability, transparency, and effectiveness of the Venezuela Humanitarian Fund (VHF). This involves contributing to quality monitoring, evidence-based reporting, and robust partner capacity assessments. The role is crucial for ensuring that humanitarian funds are allocated effectively to ongoing operations and new emergencies, supporting the overall mission of OCHA to mobilize and coordinate principled humanitarian action and advocate for the rights of those in need.

Responsibilities

Key responsibilities include supporting programmatic monitoring and results reporting for VHF-funded projects, and contributing to data management, analysis, and the production of analytical and knowledge management products. The role involves assisting with programmatic management processes such as allocation, project reviews, and quality assurance, while also ensuring partner capacity strengthening and managing NGO eligibility and stakeholder engagement. This includes developing monitoring plans, conducting regular monitoring (including remote), drafting reports with recommendations, and presenting data. Support is also provided for evidence-based decision-making, partner capacity strengthening initiatives, programmatic reviews, and technical guidance on project revisions. Additionally, the role supports the review of due diligence processes and contributes to national NGO capacity building.

Work Experience

A minimum of two years of relevant professional experience in emergency humanitarian or development programming, crisis/emergency relief management, or related areas is required for candidates with a Bachelor's degree. Experience in data management, data analysis, reporting, and developing analytical products is also required. Experience in a humanitarian context within the UN system or a comparable international organization, programmatic monitoring, and working with pooled funds is desirable.
