Risk And Compliance Officer
Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Sudan is responsible for coordinating humanitarian actors to ensure a coherent response to emergencies. The Financing and Partnership Section (FPS) manages humanitarian financing through the Sudan Humanitarian Fund (SHF), allocating millions annually to critical projects. This role is within the FPS, based in Port Sudan, reporting to the Humanitarian Affairs Officer / Risk Management and Compliance.
Job Purpose
The Risk and Compliance Officer will support the Financing and Partnership Section (FPS) in OCHA-Sudan by ensuring the integrity and effectiveness of humanitarian financing operations. This role is crucial for maintaining transparency, accountability, and compliance within the Sudan Humanitarian Fund (SHF). The officer will contribute to the effective allocation and disbursement of funds to humanitarian projects by conducting due diligence, capacity assessments, and monitoring partner compliance. By facilitating risk management capacity building and supporting policy implementation, the role directly supports OCHA's mission to mobilize and coordinate principled humanitarian action, advocate for the rights of those in need, and promote preparedness and prevention in Sudan's complex emergency context.
Responsibilities
The Risk and Compliance Officer is responsible for supporting risk management by conducting periodic checks of partner due diligence documents, assisting partners with updates on the Grant Management System (GMS), and performing capacity assessments of prospective partners, including desk reviews and on-site verification. The role involves developing and facilitating risk management capacity building, particularly concerning fraud and sexual exploitation and abuse, and supporting the implementation and editing of organizational risk policies. Partnership management includes ensuring the creation and maintenance of strategic partnerships in line with compliance requirements and attending coordination fora to follow up on partner compliance. Additionally, the officer will monitor projects for appropriate resource use, promote best practices, and ensure compliance with SHF policies. This includes supporting the review of project proposals, collecting information for reports, and assisting with trainings and meetings.
Work Experience
A minimum of 2 years of relevant experience with a Master's degree, or 4 years with a Bachelor's degree, in humanitarian affairs, emergency relief management, or development work is required. Previous experience with a UN agency or NGO providing humanitarian assistance is also required. Proficiency in advanced Microsoft Office usage and knowledge of the Humanitarian Programme Cycle (HPC) are necessary. Experience in implementing organizational policies is required.
