Humanitarian Affairs Analyst / Access
Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is responsible for coordinating humanitarian responses to emergencies. In the occupied Palestinian territory, OCHA disseminates information, supports resource mobilization, and identifies humanitarian priorities. This role is based in East Jerusalem, reporting to the Head of the Civil-Military Coordination and Access Unit.
Job Purpose
The Humanitarian Affairs Officer, Access role is crucial for ensuring effective humanitarian action in the occupied Palestinian territory. The purpose is to analyze access issues faced by humanitarian organizations, identify trends, and coordinate with stakeholders to improve operational space. This involves collecting and analyzing data on operational constraints, maintaining access tools, and contributing to regular reports and strategies. The role supports the coordination of the Access Working Group(s) and facilitates information flow between OCHA, humanitarian partners, and other stakeholders. By providing up-to-date analysis and facilitating communication, the position directly contributes to alleviating human suffering and advocating for the rights of people in need within a complex and challenging environment.
Responsibilities
Analyze access issues faced by humanitarian organizations, identify trends, and coordinate with key stakeholders to enhance operational space. Provide guidance on collecting information about operational constraints and develop strategies to address access challenges. Maintain and update the humanitarian notification system and other access tools. Manage and update the Access Monitoring and Reporting Framework (AMRF), engaging with partners for data collection and contributing to analysis for humanitarian access snapshots and other products. Coordinate and manage Access Working Group(s), collecting incident data, tracking trends, and contributing to analytical papers on the humanitarian space. Maintain relationships with access focal points in humanitarian organizations and other stakeholders. Develop and maintain a network of contacts with NGOs, UNDSS, and the humanitarian community. Draft reports, documents, and communications providing analysis on access and humanitarian situation trends. Engage with NGOs, civil society, and local communities to strengthen local networks and gather field information. Organize and participate in field trips for in-depth reviews. Attend relevant humanitarian sectoral meetings and coordination forums. Support the updating of civil-military coordination guidelines. Provide secretariat support to the Humanitarian Access Working Group and Civil-Military Advisory Group, including meeting organization, document preparation, and minute drafting.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree need a minimum of two years of relevant professional experience in humanitarian affairs (including access, civil-military coordination, or protection), emergency preparedness, or crisis management. Familiarity with the region's social, political, and economic conditions is required. Desirable experience includes facilitating meetings, reporting, using online dashboards for access analysis, and working within the UN system or a comparable international organization.
