The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective, principled humanitarian action in partnership with national and international actors to alleviate human suffering during disasters and emergencies.
Job Purpose
The Associate Information Management Officer/Data System role supports OCHA ROWCA by ensuring the timely availability of reliable and accessible humanitarian data. The position focuses on managing information systems, analyzing crisis-related data, and producing actionable insights to enhance coordination and decision-making across West and Central Africa. This involves designing and maintaining regional humanitarian databases, serving as a technical reference for Microsoft Power Platform solutions, and streamlining operational processes through automation. The role also contributes to humanitarian needs assessments, develops analytical frameworks, and creates data visualizations to support various stakeholders, including senior management and national authorities.
Responsibilities
Design, develop, maintain, and document front-end and back-end components of regional humanitarian databases, ensuring data quality, consistency, performance, and usability. Serve as a technical point of reference for Microsoft Power Apps and Power Platform solutions, providing guidance on best practices for application development, automation, and maintenance. Support the identification, design, and implementation of automated workflows using Power Automate to reduce manual processing and improve efficiency. Compile, clean, validate, and harmonize datasets from multiple sources for analysis and reporting. Support the integration and interoperability of data collection tools, databases, and visualization products. Assist in humanitarian needs assessments and analytical studies using appropriate data collection and validation methodologies. Provide technical supervision and quality control for digital assessment tools and data collection workflows. Contribute to the development and documentation of analytical frameworks and data models. Design and maintain interactive dashboards and analytical products using business intelligence and GIS tools. Translate complex datasets into clear, actionable analyses for diverse audiences. Collaborate with country offices, regional teams, clusters, and partners to enhance data flows, harmonization, interoperability, and quality standards. Provide remote and in-person information management and data system support, especially during sudden-onset emergencies. Support Information Management Working Groups (IMWGs) and inter-agency coordination mechanisms. Design and implement capacity-building activities on information management and data systems for staff and partners.
Work Experience
A minimum of two years of experience (with a Master's) or four years (with a Bachelor's) in applied analytics, business intelligence, statistics, project management, or related fields is required. Experience using data for decision-making, strategy development, and implementation is necessary. Proficiency with self-service analytics and data visualization tools (e.g., MS Power BI, Qlik, Tableau) or business intelligence tools is also required. Experience with version control tools like Git and with databases or programming languages (SQL, Python, R) is desirable.
