Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Chad, part of the UN Secretariat, mobilizes resources and coordinates international humanitarian action for life-saving responses. OCHA collects, analyzes, and disseminates information on humanitarian situations. This role supports the Regional Humanitarian Financing Facility (RHFWCA) operations in Chad, fostering engagement with national stakeholders involved in the Fund's processes.
Job Purpose
The Humanitarian Affairs/Liaison Officer (National Programme/Liaison) will support the operations and activities of the Regional Humanitarian Financing Facility (RHFWCA) in Chad. This involves facilitating awareness, dialogue, and engagement with national stakeholders involved in the Fund's processes. The role is crucial for ensuring the effective and agile response to priority humanitarian needs by supporting all stages of the fund allocation process, from prioritization to project review and contract preparation. The position contributes to the overall coordination and effectiveness of humanitarian financing in Chad, working closely with OCHA Chad and OCHA ROWCA to ensure alignment and efficient project implementation.
Responsibilities
The role involves supporting all phases of the fund allocation process, including prioritization, strategic reviews, and technical/financial review of project proposals. Responsibilities include preparing contractual agreements with partners, facilitating information sharing, and promoting dialogue among partners to ensure complementarity. The officer will contribute to the planning and logistics of fund governance meetings, take notes, and track action items. Liaison with national and local partners is key, providing technical support and organizing training sessions on fund processes. The role also includes supporting the eligibility process, monitoring funded projects through field visits and reporting, and managing information within the Grant Management System (OneGMS).
Work Experience
A minimum of 2 years of professional experience with a Master's degree, or 4 years with a Bachelor's degree, in programme/project management, including Monitoring, Evaluation, Accountability, and Learning (MEAL), is required. Experience with the UN system or international organizations, and in humanitarian/development fund management, is desirable. Strong IT skills (Word, Excel, PowerPoint, email) are essential.
