Job Purpose
The Associate Humanitarian Finance Officer will support the operations and activities of the Humanitarian Financing Unit (HFU) within OCHA Chad. The officer will contribute to the implementation and development of financial and project management strategies, ensuring quality control, compliance with HFU guidelines, and providing advisory support to partners on humanitarian financing procedures. Responsibilities
The Associate Humanitarian Finance Officer is responsible for implementing and developing financial and project management strategies, including developing and maintaining national SOPs for administrative and financial workflows. This involves conducting financial reviews of project proposals and budgets for quality and compliance, and advising partners on financing procedures. The role includes managing project finances by reviewing budgets for normal costs and variations, and assessing project modification requests. Additionally, the officer will oversee humanitarian financing accounts and reports, reviewing final financial reports from beneficiaries, liaising with auditors, and facilitating project closure. A key duty is maintaining a database for cost-effectiveness analysis and preparing performance reports. The position also involves supporting field monitoring and evaluation visits, conducting financial and administrative visits to partners, and maintaining up-to-date records.
Work Experience
A minimum of two years of professional experience with a Master's degree, or four years with a Bachelor's degree, is required in project management, administration, finance/accounting, and development. Knowledge of the country's humanitarian context is an asset. Proficiency in Word, Excel, and PowerPoint is required.
