Organizational Context
The UN OCHA Office in Haiti is responsible for coordinating humanitarian actors to ensure a coherent response to emergencies. This role sits within the Humanitarian Financing Unit, managing the Haiti envelope of the regional fund, and works closely with the regional OCHA office. The fund receives unearmarked contributions from donors, allocated to humanitarian actors for ongoing operations and new emergencies.
Job Purpose
The Humanitarian Financing Associate (National Officer, Level B) supports the effective and principled coordination of humanitarian action in Haiti. The role is crucial for managing the Haiti envelope of the regional humanitarian fund, ensuring that resources are allocated efficiently to support ongoing operations and respond to new emergencies. By providing guidance, reviewing proposals, and overseeing financial management and reporting, the position directly contributes to alleviating human suffering, defending the rights of people in need, and facilitating sustainable solutions through timely and compliant humanitarian financing.
Responsibilities
Develop and maintain national Standard Operating Procedures (SOPs) for administrative and financial flows of the regional fund for Haiti. Review project proposals and budgets for quality control and compliance with OCHA guidelines. Provide guidance to partners on humanitarian financing procedures and grant access requirements. Conduct market cost surveys for commonly purchased project items. Examine project budgets for normal costs and variations, and review budget amendment requests, providing recommendations. Monitor, collect, and review interim and final financial reports from implementing organizations, ensuring accuracy and compliance. Oversee the audit process, including recruitment, planning, validation, and follow-up on critical observations. Conduct spot financial checks and maintain a database for cost-effectiveness analysis. Prepare and update narrative and digital reports on the Humanitarian Fund's performance. Coordinate between HQ and field data for project performance and financial reporting. Support field monitoring visits, partner capacity assessments, and risk analyses. Maintain relevant records and share information with colleagues.
Work Experience
A minimum of 2 years (or 4 years with a first-level degree) of experience in grant/programme management, humanitarian affairs, emergency response, donor relations, monitoring and evaluation, communication and reporting, budget management, or administration/finance is required. Experience in humanitarian financing (grant management, fundraising, donor relations) is essential. Proficiency in MS Office Suite is required. Experience with online management systems and financial ERPs is desirable.
