This Assistant Finance Officer role is based in Mykolaiv, Ukraine, reporting to the Finance Officer under the Deputy Fund Manager.
Job Purpose
The Assistant Finance Officer/Pooled Fund role is crucial for strengthening OCHA's humanitarian financing, programmatic quality, and reporting within the Ukraine Humanitarian Fund (UHF). The position supports the Humanitarian Financing Unit (HFU) senior management by ensuring the smooth operation of grant management systems, allocation processes, and reporting timelines. Key contributions include raising awareness among NGOs and UN organizations about UHF operations, supporting reporting and monitoring activities, and assisting with financial analyses for annual and ad-hoc reports. This role directly contributes to effective and principled humanitarian action by ensuring financial compliance and efficient resource allocation in a challenging operational environment.
Responsibilities
The Assistant Finance Officer will manage financial reviews, including facilitating project proposal revisions, advising partners, and ensuring compliance with UN Financial Regulations and CBPF Guidelines. Responsibilities include reviewing grant agreements, budgets, and reprogramming requests, conducting market cost surveys, and reconciling financial statements. In financial management, the role involves conducting partner sensitization on UHF procedures, supporting grant agreement execution, tracking fund transfers, and managing partner queries. The officer will review financial reports from partners, track project spending, conduct financial spot-checks, and report findings. Support will also be provided for project/partner audits and liaising with relevant OCHA sections. Administrative duties include supporting contractual services, staying updated on relevant guidelines, and preparing reports for coordination forums.
Work Experience
Applicants with a Master's degree are not required to have professional experience. Those with a Bachelor's degree must have at least two years of progressive experience in finance, accounting, program management, administration, crisis/emergency response, project management, or budget management. Experience with audits, financial spot-checks, report reviews, partner capacity assessments, project management, budgeting, proposal writing, and working in a humanitarian context within the UN or similar international organizations is desirable.
