The Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates field representation and interventions, facilitating the development and implementation of regional strategies and country programmes, including Programmes for Country Partnerships (PCPs). This position is within the UNIDO Country Office in Vientiane, Lao PDR.
Job Purpose
To lead the formulation of the Programme for Country Partnership (PCP) Lao PDR 2027-2031, an innovative model to accelerate Inclusive and Sustainable Industrial Development (ISID). The PCP aims to support the government's development plan, facilitate commitment to SDGs, and align with the UN Sustainable Development Cooperation Framework (UNSDCF). The programme focuses on agro-value chain and SME development, linking them to tourism, industrial diversification, innovation, special economic zones, and eco-industrial parks, while addressing cross-cutting elements like industrial policy, digital transformation, sustainable energy, circular economy, and women's empowerment.
Responsibilities
Lead the design and development of the PCP Lao PDR 2027-2031, including gap analysis, strengthening objectives, scope, outcomes, and results framework. Engage with government, development partners, private sector, and UN entities to gather inputs and organize consultations. Develop resource mobilization and stakeholder engagement strategies. Coordinate with the UNIDO Office in Vientiane to ensure synergies and identify new project concepts. Prepare donor mapping and resource mobilization strategies. Finalize the programme document and organize its launch. Present the programme to stakeholders to foster joint partnerships. Prepare consultation minutes and a final report on the PCP formulation.
Work Experience
Minimum of seven years of progressive professional experience in coordinating and implementing development programmes/projects in the public or private sector. Required experience in livelihood support and economic development through technical cooperation or development programmes/projects, particularly in Lao PDR. Desirable experience in designing country strategies/programmes, working with the UN system, international organizations, NGOs, donor communities, understanding the international development agenda, economic transformation issues, and evaluating developing country needs.
