National project coordinator (Textile expert)

Organizational Context

The United Nations Industrial Development Organization (UNIDO) promotes inclusive and sustainable industrial development (ISID) in Member States, aligning with the 2030 Agenda and SDG-9. UNIDO's work focuses on areas such as renewable energy, sustainable access, climate action, innovation, and fair supply chains, utilizing technical cooperation, research, normative functions, and partnerships. The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development, including environment, energy, MSMEs, and digitalization. The Division of Digital Transformation and Artificial Intelligence (TCS/DAI) promotes digital transformation and AI to enhance industrial competitiveness in Member States.

Job Purpose

This project aims to upgrade Syria's garment and textile sector by rehabilitating technical and vocational training centers, laboratories, and business development services. It focuses on advanced technology and digital transformation to improve skills, productivity, and quality, enabling the sector to re-enter regional and international markets. The project will upgrade technical support centers to serve as national hubs for skills, technology, and advisory services, fostering sector recovery and job creation.

Responsibilities

Manage and coordinate project implementation, including planning, work plan tracking, and logistical support for expert missions. Act as the operational focal point in Syria, coordinating with ILO, national institutions, and sector stakeholders to ensure complementarity and synergy. Operate the monitoring and reporting system, maintain project records, and contribute to communication efforts. Provide technical support for mapping textile centers, conducting diagnoses, specifying equipment, and analyzing skills gaps for curriculum modernization. Support the Senior Adviser and international experts in technical assessments, data collection, and validation workshops.

Work Experience

Minimum five years of professional experience in coordinating/managing donor-funded industrial development, private sector development, or vocational training projects, including work planning, budget monitoring, procurement, and reporting. Solid technical background in the textile/garment industry (spinning, weaving, knitting, dyeing, finishing, or garment manufacturing). Demonstrated experience in field data collection, enterprise surveys, and institutional assessments. Knowledge of and experience working in the Syrian textile and garment sector is required. Experience with UN agencies or international organizations and coordination with government institutions, chambers of industry, and business development service providers is desirable. Familiarity with international textile standards and quality systems is desirable.
