Finance Officer
Organizational Context
The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability. UNIDO's mission is to promote and accelerate inclusive and sustainable industrial development in Member States, aligning with the 2030 Agenda and SDG-9. The Directorate of Corporate Services and Operations (COR) manages UNIDO's resources, including financial management through the Division of Financial Resource Management (COR/FIN). The Technical Cooperation Support Unit (COR/FIN/TCU) within COR/FIN is responsible for the financial management, monitoring, control, and reporting of all Technical Cooperation (TC) programmes and projects.
Job Purpose
To provide financial management, monitoring, control, and reporting for UNIDO's Technical Cooperation (TC) programmes and projects, ensuring efficient operations, timely closure of grants, and accurate financial reporting to stakeholders.
Responsibilities
Review and analyze grant transactions for closure, perform reconciliations, and advise counterparts on necessary actions. Design standard operating procedures and provide training for grant management. Review and improve financial operating procedures for TC-related financial management. Provide comprehensive financial information and analysis of the TC portfolio. Lead TC-related forecasting and reporting, monitor project overruns, and identify financial risks. Collaborate to improve financial management processes for TC programs and projects. Lead enhancements to TC financial management processes and systems, and develop recommendations for system innovations and business process optimization.
Work Experience
A minimum of 8 years of relevant professional experience with a bachelor's degree, or 5 years with a master's, or 3 years with a doctorate. Progressively responsible experience in budget and financial management at an international level is required. At least three years of experience with Enterprise Resource Planning (ERP) systems is required. Experience with international organizations, EU-UN FAFA agreements, other non-EU voluntary contributions, IPSAS, and harmonization of business practices is desirable.
