Job Purpose
To strengthen the institutional capacities of Mexico's National Ozone Unit (NOU) to support the government in meeting its Montreal Protocol compliance commitments, including the phase-out of HCFCs and reduction of HFCs, by providing technical assistance and capacity-building.
Responsibilities
Coordinate NOU team activities, ensuring timely task completion and quality assurance. Supervise the implementation of the Montreal Protocol project portfolio, including HPMP and HFC phase-down. Ensure effective operation of ODS and HFC control and monitoring systems. Manage timely data collection and reporting to the Multilateral Fund and Ozone Secretariats. Coordinate with implementing agencies and local stakeholders. Represent Mexico in Montreal Protocol meetings. Coordinate public awareness activities and organize targeted events. Ensure compliance with MLF agreements and Montreal Protocol requirements. Provide periodical updates and contribute to progress reports to UNIDO and donors. Prepare detailed mission and final reports.
Work Experience
Minimum of five years of experience in project management, coordination, and/or administration. Experience at the international level with technical cooperation in developing countries is required. Desirable experience includes international negotiations, environmental diplomacy, policy dialogue, knowledge of Mexico's environmental strategies, familiarity with international environmental agreements (Vienna Convention, Montreal Protocol, UNFCCC), and experience with the private/industrial sector.
