Monitoring and Evaluation (M&E) Specialist

Job Purpose
To support the effective tracking of project implementation by operationalizing the Integrated Monitoring and Evaluation Framework, ensuring data collection, aggregation, analysis, and reporting in line with EU and UNIDO/FAO standards. The role involves field monitoring, data quality assurance, reporting, and coordination with stakeholders to inform decision-making and enhance project accountability.
Responsibilities
Operationalize the Integrated Monitoring and Evaluation Framework, including data collection, aggregation, and reporting tools. Maintain and update the M&E database, ensuring LNOB-disaggregated data. Conduct field monitoring visits, cross-check data, and ensure data quality. Prepare internal monitoring reports and contribute to major project reporting milestones. Support evaluations and ROM missions. Analyze M&E data to produce dashboards and briefs. Coordinate with the M&E Expert, MEL Group, MinDA, and other stakeholders. Build M&E capacities of project team members and partners. Ensure integration of cross-cutting elements (HPCD nexus, human security, conflict sensitivity, HRBA, FPIC, gender equality, social inclusion, environmental safeguards, climate resilience) and the grievance mechanism into M&E activities.
Work Experience
Minimum of seven years of progressive professional experience in monitoring and evaluation of development programmes, including data collection, analysis, and reporting. Demonstrated experience in operationalizing M&E systems and frameworks at field level. Proven experience in conducting field monitoring visits, beneficiary surveys, and data verification. Experience in producing M&E reports, dashboards, and analytical briefs. Experience working with UN agencies, international organizations, or development partners. Demonstrated knowledge of agricultural value chains in Mindanao. Experience working in the Philippines, particularly Mindanao. Highly desirable: experience integrating gender equality, social inclusion, HRBA, FPIC, 'do no harm', and rights-based approaches; experience with EU-funded projects and ROM approach; experience in conflict-affected or fragile contexts. Desirable: experience with LNOB-disaggregated data and cross-cutting elements; experience in HDP Nexus, resilience-building, social cohesion, peacebuilding, or recovery contexts. Strongly preferred: prior coordination experience with MinDA, BARMM ministries, or Mindanao-based government counterparts. Asset: familiarity with UNIDO and/or FAO M&E policies and procedures.
Skills
Proficiency in operationalizing M&E frameworks, data collection, aggregation, analysis, and reporting. Experience with M&E database management and quality assurance. Ability to conduct field monitoring and data verification. Skill in preparing various M&E reports and analytical products. Experience in coordinating with diverse stakeholders, including government agencies and implementing partners. Capacity building skills for M&E. Understanding of cross-cutting development issues (gender, social inclusion, human rights, conflict sensitivity, environmental safeguards, climate resilience). Familiarity with EU and UN M&E standards. Knowledge of agricultural value chains in Mindanao is essential.
