Technical Specialist - Enterprise Development
Organizational Context

Job Purpose
This position is funded under the EU4Mindanao Action, aiming to build lasting peace and promote inclusive development in Mindanao. The role focuses on strengthening local value chains, fair production, and economic opportunities for vulnerable communities, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The objective is to foster an enabling environment for sustainable peace and development by increasing local productive capacities in processing and agro-industry.
Responsibilities
Conduct enterprise and value chain diagnostics; design and implement enterprise upgrading interventions, including business development support and market linkage facilitation; provide technical guidance on sustainable production and climate-resilient business models; build capacity through training, coaching, and mentoring for MSMEs and business support organizations; coordinate with project teams, stakeholders, and government partners; monitor project progress and contribute to reporting and knowledge management; ensure integration of gender equality, social inclusion, environmental sustainability, and conflict sensitivity into all activities; and ensure compliance with EU visibility requirements.
Work Experience
Minimum of seven years of progressive professional experience in enterprise development, MSME/cooperative support, value chain development, business development services (BDS), or agro-industrial development. Demonstrated experience in enterprise diagnostics, value chain analysis, and delivering business development services. Experience in capacity building, coaching, or mentoring is desirable. Experience working with MSMEs, cooperatives, or agribusinesses in the Philippines, particularly Mindanao, is required. Experience in integrating gender equality, social inclusion, and rights-based approaches is highly desirable. Experience with UN agencies, international organizations, or EU-funded projects is desirable. Experience in conflict-affected or fragile contexts is desirable.
Skills
Expertise in enterprise and value chain development, including diagnostics and upgrading strategies. Proficiency in designing and delivering business development services and capacity-building programs. Strong skills in stakeholder engagement, coordination, and partnership facilitation. Ability to integrate cross-cutting themes such as gender equality, social inclusion, and environmental sustainability. Experience in monitoring, reporting, and knowledge management. Familiarity with EU communication and visibility requirements is desirable.
