Technical Specialist - Industrial Development

Job Purpose
To provide technical expertise for the EU4Mindanao Action, focusing on agro-industrial development, technology transfer, and value addition to enhance productive capacities and economic opportunities for vulnerable communities in Mindanao, contributing to sustainable peace and development.
Responsibilities
Lead agro-industrial development activities, including needs assessments and technology transfer. Design and deliver capacity-building programs for entrepreneurs and youth. Provide technical assistance on responsible business practices and sustainability standards. Coordinate with stakeholders and ensure project coherence. Monitor progress, report on indicators, and manage knowledge. Integrate cross-cutting themes such as gender equality, social inclusion, and environmental sustainability.
Work Experience
Minimum of seven years of progressive professional experience in industrial development, agro-industrial development, agribusiness, food processing, value chain development, equipment/technology transfer, or MSME/cooperative support. Required experience includes conducting needs assessments, diagnostics, and value chain analyses; designing and implementing equipment transfer programs (including renewable energy solutions); and working with MSMEs, cooperatives, or agribusinesses in the Philippines, particularly Mindanao or similar contexts. Highly desirable experience includes integrating gender equality, social inclusion, HRBA, FPIC, 'do no harm' principles, and rights-based approaches. Desirable experience includes capacity building, training, coaching, mentoring, supporting sustainability standards (including UN Guiding Principles on Business and Human Rights), renewable energy solutions, HDP Nexus/resilience/peacebuilding programs, working with UN/international organizations/EU projects, and in conflict-affected or fragile contexts.

Skills in needs assessment, value chain analysis, and business development support. Experience in designing and delivering entrepreneurial and skills development programs, including for youth. Knowledge of responsible business practices, quality and sustainability standards, and the UN Guiding Principles on Business and Human Rights. Ability to coordinate with diverse stakeholders, including government agencies, private sector, and community groups. Strong monitoring, reporting, and knowledge management capabilities. Proficiency in integrating cross-cutting themes such as gender equality, social inclusion, human rights, environmental sustainability, and conflict sensitivity.
