Organizational Context

The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability. UNIDO's mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States, aligning with the 2030 Agenda and SDGs. The organization focuses on areas like renewable energy, climate action, and sustainable supply chains, utilizing technical cooperation, research, normative functions, and partnerships. The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development, including climate innovation and the Montreal Protocol. The Climate Innovation and Montreal Protocol Division (TCS/CMP) assists Member States in adopting low-carbon and climate-resilient industrial solutions, facilitating compliance with the Montreal Protocol and its Kigali Amendment, and promoting the transfer of low-carbon technologies.

Job Purpose

To support the coordination, planning, implementation, monitoring, and reporting of activities and projects under Mexico's Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) Stage III, aiming for the complete phase-out of HCFC consumption by 2030. The role focuses on the remaining HCFC-22 use in the refrigeration and air-conditioning servicing sector, employing an integrated approach of regulatory strengthening, capacity building, technical assistance, and stakeholder engagement.

Responsibilities

Coordinate and implement HPMP Stage III activities in cooperation with the Government of Mexico and UNIDO, ensuring compliance with MLF agreements. Support the planning and execution of project work plans, including resource identification, stakeholder engagement, and deliverable definition. Participate in relevant international forums and prepare technical documentation. Monitor project progress, coordinate recruitment of personnel and consultants, and conduct follow-up visits. Identify and address implementation risks and bottlenecks. Maintain institutional relationships with relevant government authorities. Draft project revision documents and reports. Coordinate technical assistance activities and liaise with UNIDO Headquarters and the UNIDO Office in Mexico. Contribute to the preparation of the HPMP Stage III, second tranche request. Monitor other environmental programs linked to the HPMP and support related project development. Submit a final report summarizing activities and deliverables.

Work Experience

Minimum of three years of practical experience in implementing technical cooperation projects under Multilateral Environmental Agreements. Desired experience includes design, execution, and monitoring of Montreal Protocol projects, knowledge of HCFC compliance and HPMP implementation (especially in Mexico), working with government institutions and NGOs in Mexico, and experience with the private/industrial sector in Mexico.
