Consultant for the Regulatory Diagnosis and Analysis of HFC-23 Policies

Organizational Context

UNIDO promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability, aligning with the 2030 Agenda and SDGs. The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development, including environment and energy. The Division of Climate Innovation and Montreal Protocol (TCS/CMP) assists governments in policy creation and implementation for ozone layer protection and climate action under the Montreal Protocol and its Kigali Amendment.

Job Purpose

To provide expert consultancy services for the regulatory diagnosis and analysis of HFC-23 policies in Mexico, supporting the country's commitments under the Kigali Amendment to the Montreal Protocol and contributing to national climate action goals. This involves reviewing existing regulations, conducting stakeholder consultations, performing a Regulatory Impact Analysis, and recommending policy instruments for the sustained control of HFC-23 emissions.

Responsibilities

Conduct a regulatory diagnosis and analysis of national laws, regulations, policies, and institutional arrangements for HFC-23 by-product emission control. Perform stakeholder consultations and a site visit to Quimobásicos. Conduct a Regulatory Impact Analysis (RIA) of potential policy and regulatory approaches. Develop recommendations for policy instruments to ensure sustained HFC-23 emissions control beyond project completion. Deliver an inception report, draft regulatory diagnosis, institutional analysis report, RIA report, and a final consolidated report with recommendations.

Work Experience

Minimum of five years of work experience in legal affairs related to public policy or other relevant legal fields. Demonstrated experience in policy development and regulatory analysis. Experience in regulatory analysis and implementation of environmental public policies in Mexico. Experience conducting Regulatory Impact Analysis (RIA) in Mexico related to environmental matters such as ozone-depleting substances, refrigerant gases, or hazardous waste. Desirable experience in projects involving policy analysis and implementation related to controlled substances (ODS and HFCs) or hazardous waste management, and experience related to the Montreal Protocol and/or the Kigali Amendment.
