Organizational Context

The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability. UNIDO's mission is to promote and accelerate inclusive and sustainable industrial development in Member States, aligning with the 2030 Agenda and SDG-9. The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development, including digitalization. The Division of Digital Transformation and Artificial Intelligence (TCS/DAI) promotes digital transformation and AI to enhance industrial competitiveness in Member States.

Job Purpose

To establish a Single Window Platform integrating Tajikistan's government ministries and public bodies to streamline free economic zones (FEZs) investment processes, enhancing transparency and efficiency. The project aims to attract investment, foster economic activity, generate jobs, boost trade competitiveness, and strengthen public-private partnerships.

Responsibilities

Provide independent technical assurance, strategic technical guidance, and quality oversight for the Single Window Platform delivery. Serve as the senior-most technical authority on platform architecture, integration, cybersecurity, and delivery quality. This includes concept development, requirements finalization, budget validation, architecture endorsement, security validation, business process analysis supervision, governance, deployment assurance, risk management, and reporting.

Work Experience

At least ten years of progressive professional experience in ICT for development, digital government, or trade facilitation systems at the international level, with a minimum of five years at a senior level. This includes experience with at least one national-level Single Window or customs modernization project to operational go-live (preferably in a developing/transition economy), proven experience as a Technical Lead/Solution Architect/Chief Technical Advisor on complex government ICT programs, and demonstrated ability to review and validate system architecture, integration, and security. Experience with ICT procurements and evaluation panels, UN/CEFACT Recommendations, WCO Data Model, and international trade data exchange standards is required. Familiarity with ASYCUDA and post-Soviet government ICT environments is an asset. Experience in Central Asia, Caucasus, or Eastern Europe is desirable.
