Job Purpose
To support the 'Project Food safety systems and trade facilitation across agri-food value chains in Somalia' component of the EU-INTPA regional programme. The project aims to contribute to Somalia's economic transformation by building more inclusive and sustainable food systems, enhancing food security, alleviating poverty, and creating jobs. It seeks to increase the contribution of agri-food value chains to domestic markets and exports through food safety compliance and trade facilitation initiatives.
Responsibilities
Review and verify financial reports from Implementing Partners (IPs) for eligibility, justification, and documentation. Coordinate with UNIDO project teams for timely reviews and follow-up. Assess IP financial management and internal control systems, providing recommendations for strengthening them. Support the implementation of risk mitigation measures and strengthen internal controls. Verify project-funded assets and maintain an asset register. Review narrative reports for consistency with financial reports. Conduct periodic spot checks of IP activities. Ensure expenditures comply with UNIDO financial rules, including no double funding, exclusion of VAT, no profit margins, and correct exchange rates. Maintain a log of identified issues and track their implementation. Document lessons learned and support improvements in financial monitoring, reporting, and internal control systems.
Work Experience
A minimum of five (5) years of progressive professional experience in a financial or accounting role in the public or private sector is required. Demonstrated experience in financial monitoring and verification of expenditures and supporting documentation, including assessing cost eligibility against donor requirements for implementing partners, grants, and/or subcontracts in Somalia, is required. Experience working with the UN system, international organizations, or non-governmental organizations, and with donor communities is desirable. Experience in developing and managing stakeholder relations is desirable. Strong verbal and written communication and reporting skills are required.
