Organizational Context
The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization, and environmental sustainability. UNIDO's mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States, aligning with the 2030 Agenda and SDGs. The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development related to environment, energy, MSMEs, and digitalization. The position is within the Division of Climate Innovation and Montreal Protocol (TCS/CMP), which acts as a focal point for ozone layer protection agreements and assists Member States in complying with the Montreal Protocol and its Kigali Amendment.
Job Purpose
To support the design and initial implementation of a pilot program for integrated refrigerant management and energy efficiency in refrigeration and air conditioning (RAC) systems in Mexico. The program aims to reduce leaks, improve energy performance, strengthen technical capacities, and generate evidence for scaling up. This involves adapting methodologies, ensuring alignment with HPMP III, and providing technical assistance to RAC end users.
Responsibilities
Assist in defining selection criteria and identifying end-users for the pilot program. Support the definition of technical specifications for monitoring equipment. Design and implement technical diagnostics and baseline assessments. Develop facility-level action plans and technical protocols for leak detection, maintenance, and optimization. Coordinate the initial implementation of measures. Assist in designing a monitoring, reporting, and verification system. Design and provide differentiated training for end-user companies. Support the design and implementation of a communication and awareness plan. Participate in developing operational materials. Identify barriers and opportunities for implementation. Formulate recommendations for scaling up the program.
Work Experience
Requires at least three years of work experience in refrigeration or AC efficiency projects for end-users. Must have knowledge of refrigeration and AC systems in Mexico, including relevant stakeholders. Experience in planning and implementing projects in the RAC sector is required. Experience in diagnosis, maintenance, leak detection, repair, refrigerant handling best practices, and RAC system optimization is necessary. Knowledge of energy efficiency, operational variable measurement, and performance evaluation of RAC systems is required. Desirable experience includes knowledge of alternatives and procedures for project document preparation, Montreal Protocol project implementation, and technical cooperation projects in Mexico or the region. Ability to work effectively in a multi-cultural environment is required.
