The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) oversees strategies for sustainable industrial development, including environment, energy, MSMEs, and digitalization. The Division of Energy and Climate Action (TCS/ECA) assists Member States in transitioning to low-carbon and climate-resilient economies by promoting renewable energy and energy efficiency. The Sustainable and Just Energy Transitions Unit (TCS/ECA/JET) specifically focuses on leveraging technology and social inclusion for a just energy transition, supporting renewable energy supply chains and industrial development.
Job Purpose
To conduct a comprehensive legal review of the internal regulations and annexes for the Network of Research Institutions for the Energy Transition of Central Africa (ReTEAC). The goal is to ensure these regulations are comprehensive, aligned with international best practices for research network governance, and legally sound, covering institutional, operational, and governance aspects.
Responsibilities
Conduct a detailed legal and structural review of draft internal regulations and annexes. Assess alignment with international standards for research network governance (transparency, accountability, decision-making, membership). Identify gaps, inconsistencies, or ambiguities. Revise, improve, and develop regulations for clarity, coherence, and legal soundness. Propose and draft additional provisions or documents as needed. Ensure consistency between regulations and ReTEAC's objectives and operations. Provide clear, user-friendly versions for review. Support consultation by incorporating feedback. Deliver a final, consolidated version of regulations and annexes.
Work Experience
Minimum of five years of professional experience in legal, institutional governance, or related fields. Required experience in drafting and reviewing legal or internal regulatory documents. Desirable experience in conducting organizational governance assessments and formulating regulations for research networks, NGOs, or international partnerships. Familiarity with best practices in governance and regulatory frameworks (decision-making, membership, transparency, accountability) is desirable. Ability to translate legal concepts into clear, operational documents is desirable.
Skills
Proficiency in legal analysis and drafting. Strong understanding of institutional governance principles and best practices. Ability to assess and improve regulatory frameworks. Excellent communication and interpersonal skills. Ability to work independently and collaboratively. Familiarity with research networks and multi-stakeholder platforms is beneficial.
