The Division of MSME Competitiveness, Quality and Job Creation (TCS/SME) enhances MSME competitiveness through technology transfer, product innovation, and quality infrastructure development, including standardization, metrology, accreditation, and conformity assessment services.
Job Purpose
The TIGARA project, funded by the EU, supports Egypt's efforts to strengthen SME and private sector capacity to comply with trade and domestic market regulations. The project aims to increase competitiveness and market transparency by developing an industrial policy framework, modernizing National Quality Infrastructure, promoting cluster development, and supporting digitalization for sustained economic growth and job creation. The overall objective is to enhance the competitiveness and efficiency of the Egyptian private sector. The project focuses on developing inclusive industrial and quality infrastructure policies, building capacity of public institutions and business development services, and supporting targeted value chains and clusters.
Responsibilities
Review relevant Egyptian laws, regulations, and decrees. Prepare training materials on international best practices for inspecting scrap and waste products (metal and plastic), including the Basel Convention, Standard Operating Procedures (SOP) for sampling, on-site checklists, and safety procedures. Deliver training to GOEIC Inspectors in Cairo. Prepare a final report including training materials, trainee evaluations, and recommendations.
Work Experience
Minimum of seven (7) years of professional experience in scrap/waste management, inspection, regulation, or control of transboundary waste movements, including import/export inspection systems. At least three (3) years of hands-on experience in field inspection and sampling of scrap/waste consignments (metal/plastic) at ports, customs, or inspection sites. Demonstrated experience in developing SOPs, inspection checklists, and sampling protocols, and applying risk-based inspection approaches. Practical understanding of the Basel Convention and its annexes regarding compliance implications for shipments. Minimum of three (3) years of proven training and capacity-building experience, including material preparation and trainee evaluation.
