Organizational Context
The United Nations Industrial Development Organization (UNIDO) promotes inclusive and sustainable industrial development in Member States, aligning with the 2030 Agenda for Sustainable Development and SDG-9. The Directorate of SDG Innovation and Economic Transformation (IET) focuses on innovative services in agro-industry, sustainability standards, and climate technologies. The Division of Agribusiness and Infrastructure Development (IET/AGR) supports sustainable rural development and agribusiness modernization. The Food Security and Food Systems Unit (IET/AGR/FSS) works to end hunger and ensure food security through the development of food industries and value chains. This position is within the EU Cambodia-NALS project, aimed at enhancing agricultural food safety in Cambodia by supporting the National Agricultural Laboratory (NALS) in achieving ISO/IEC 17025 accreditation.
Job Purpose
To provide technical support for the implementation of the EU Cambodia-NALS project, focusing on operationalizing the National Agricultural Laboratory (NALS) and achieving ISO/IEC 17025 accreditation for priority laboratory tests. This will enhance Cambodia's agricultural food safety capacity, improve regulatory compliance, facilitate market access, and support sustainable agriculture and resilient food systems.
Responsibilities
Provide technical advisory support on national procurement of equipment, tender evaluation, contract management, and customs clearance, ensuring compliance with organizational and donor rules. Prepare procurement-related reports and statistical information. Offer procedural guidance to stakeholders on UNIDO's procurement and grants management. Perform financial management and oversight, including monitoring expenditures against budgets, managing disbursements, and ensuring compliance with financial workflows. Review and monitor financial disbursements, commitments, and budget allocations. Stay updated on UNIDO's Procurement & Financial Rules and Regulations and EU eligibility criteria. Monitor project asset compliance. Generate financial report summaries for annual project reports. Maintain procurement and financial transaction records for audit purposes.
Work Experience
A minimum of 6 years of relevant professional experience with a Bachelor's degree, or 3 years with a Master's, or 1 year with a Doctorate. Experience in procurement and financing services for project and program development is required. Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and internet tools is necessary. Knowledge of financial and procurement procedures, and experience with donor-funded projects within the UN system are critical. Experience with SAP or comparable ERP software is required.
