National Programme Officer
Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization, and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development in Member States, contributing to all three pillars of sustainable development and SDG-9. UNIDO's work is guided by its Medium-Term Programme Framework and involves technical cooperation, analytical and research functions, policy advisory services, normative functions, and fostering partnerships. Field offices, under the Directorate of Global Partnerships and External Relations, are responsible for representing UNIDO, identifying development priorities, implementing projects, and coordinating with national and UN stakeholders.
Job Purpose
To support the UNIDO Sub-Regional Office in Nigeria by conducting analytical work, developing and implementing programmes and projects related to inclusive and sustainable industrial development, mobilizing resources, fostering partnerships, and contributing to UN coordination processes.
Responsibilities
Conduct analytical work for programme development, including needs assessments and policy briefs. Update industrial performance profiles and contribute to programme implementation. Formulate, implement, monitor, and report on technical cooperation projects across UNIDO's mandate. Participate in UN coordination and draft joint documents like UNSDCF. Align UNIDO initiatives with national strategies and donor priorities. Advocate for UNIDO's mandate and engage with stakeholders for partnership development. Identify needs and donor priorities for resource mobilization. Prepare technical papers and promotional materials. Monitor and report on UNIDO's service delivery activities. Support the UNIDO Representative in preparing annual business plans and reports. Represent UNIDO at relevant events. Ensure compliance with UNIDO administrative and financial rules. May undertake officer-in-charge functions in the absence of the Representative.
Work Experience
A minimum of 8 years of relevant professional experience with a Bachelor's degree, 5 years with a Master's degree, or 3 years with a Doctorate. Experience in the design and implementation of technical cooperation projects at the national level. Relevant experience in agriculture, environment, and energy linked to industry. Experience in all phases of the project cycle. Knowledge of UNIDO's mandate and portfolio in the countries of coverage is required. Desirable experience includes project development, monitoring, and reporting for UN technical cooperation, knowledge of government working procedures and UN systems, strong analytical capabilities, and good knowledge of national institutions and public relations.
